Boiler Won't Adjust To Max Heat Setting

I've got a combi boiler and in the winter the water could be hotter in the shower - but it won't let me turn the water temperature up. Here's what it looks like - I can get it to show where it is set but nothing happens when I press 'hotter' - if I hold it down, press it multiple times - it doesn't matter. It won't budge.

Any suggestions?

Hello and a warm welcome to the forum
I am not familiar with that particular control device, however, remember that flow rate is proportional to temperature rise and dependent on the incoming water temperature. I.e. if it's the winter you are struggling to get it hotter, try reducing the flow rate through the shower.
